I dont see anything wrong with it if its a truthful review. Its sleezy to do this for a spammy app but and a legit app that might be under the radar is not sleazy.
Its pretty hard to get intial reviews. I have seen people state its 1 to 500 to get reviews after a download. Top that on the fact that a lot of people wont buy an app with no reviews/stars. This makes is really hard to get started for sure.

No question regarding the difficulties of getting started. But lets not pretend that we are talking about "truthful review"s here. I don't see much incentive in making the review truthful if you are trading it with someone else from whom you hope to get a good review in return.

yeah i think there is no harm in this trading business. Afterall it will make your app visible to the users. You can share your link for your app, will sure download. Check for mine. App Store - TRICKY BUBBLES

True I am not going to leave anything but a good helpful review. I am not going to lie about features or anything like that. At the same time I am not going to review a spam or terrible app (not saying mine is the greatest in anyway). I see your point its really a blurred line. =/
