Can promo code users review apps?

Pretty self explanatory, will a user who downloads my app through a promo code's review show up in the app store?

Yes! They can again from iDevice too. You always could from your PC.

Crap, I can't on my iPod touch anymore. I still can on the Mac App Store and the iOS App Store on my Mac.

Few months back it was not working in US region whereas it was working in other regions. But now I heard that its working in US region too.
