Do you think apple frowns on people paying others to buy their app just to gain position? Like if you were to buy an app of mine and I paid you the amount back such as a dollar just to gain position would you think that is bad?

Yes they do, and it won't help anyways. Unless you get to the top overall page, there isn't much of an increase in sales from category rankings.
I guess they do not care if you do a few of them. But if you make a business out of it and do many thousands - I am sure Apple will reach ya ...eventually
Pretty sure the lock screen apps are doing it that way. Smart person there he didn't count it being there for so long and generate other account. But the sheer uselessness of the app and 1 star reviews makes it so obvious. Even a half decent app 3 staR worthy would of been better and may get away unnoticed unless apple does some investigating or something and takes it down also.
It won't really help you at all. Think about it - You are losing about 29 cents per time you do this. If it cost 99 cents to buy an app, you are only making 70 cents back. Unless you do this in the thousands, it's worthless, and your losing money each time you do this. It's a lot better if you invest in a marketing campaign or use the extra money to pay for updates.
