This question is already been asked several times and the right answer is:
"To have an idea to how much you can FAIRLY ask, you need to consider your country and your experience".
If you are just a student, you can't address a bill, you have little experience (read < 1-2 years in a company or < 3-4 BIG and complex projects as freelancer, not fart apps) you can't ask more than 10£/hour net in UK.
Why i said fairly? because of course if you find some clients that can pay high for a thing that you can do and they can only find you in that moment, you can ask more than a fairly price, it is the rule of the demand and supply.
Why your country? because if you live in USA you can't ask less than 20$\hour net or probably you risk to starve. If you are in India, probably 20$\hour is something that you would love to have....In the case that you are in India and have USA clients, it's not easy to say what is considerable fair, you should ask exactly how you think it's your work value.
Why mean experience? experience (read portfolio) is important, probably the client will see it before hire you and if you have already GREAT apps on portfolio, he will want you, so your allowed to have an higher rate than others (because you can show an evidence that you can provide a better service than others).
And however if you are a freelancer is a thing, if you are an employee is another thing, in this case you can have a really lower hourly rate than a freelancer, but a granted work each month.
So, you can fairly ask 100$\hour? Yes, if you can provide X years of experience developing or\and an amazing portfolio, if you live in a country with a high life-cost, and considering that you are a REAL freelancer (so you can address bills, you pay your healt-insurance, taxes, etc...).
4$\hour is fair? If you will work as an employee, you have no particolaur experience and not a great portfolio and you live in China, why not?
