I think 7zip or ultraIso can do it. but you wont be able to do anything with them.

I have never been able to get DMG to work properly on windows, even if you do get a program that will allow you to see the contents.

Default go the hackintosh

If you have a spare hard disk, try one of the popular hackintosh distributions to get an OS X system running at least to open DMGs and transfer contents to Win / Linux.

I won't get into the various legal and moral issues involved, do at your own risk, etc. etc.

There are many sites that house these ipsw files to avoid the dmg. It takes a while googling, but you can find it. That's where I installed 3.0 back in Feb or March via Windows.
