Hi,
you can only develop iOS apps using Apple's xCode IDE on a Mac. I know some folks who have hacked the MacOS to run on non-Apple HW, but your mileage may vary.
The only other alternative is to use Ansca Mobile's Corona SDK which uses their own servers to package up the apps into an iOS executable. But even with this, you will have to monkey around with placing your provisioning profiles in the correct place. xCode does this for you.
