using jail break phone to submit app

I know this guy who uses jail break iphone to submit app to the app store. He tried every method, but all the method guide him did not give him success.

It keeps saying "Application failed codesign verification. The signature was invalid, or it was not signed with an Apple submission certificate. (-19011)"

He tried to search answer from google, iphonedevsdk, macrumors, appleappforum, and nothing seems to help.

I'm just curious. Could it be that it's because he's using a jail break phone? Has anyone had success uploading from jail break iphone?

Jailbreaking has nothing to do with apple submit.
