Problem with data counter application

Hello,

I am developing a data counter application meant to be distributed freely and with no in-app advertising.

We have been rejected be Apple because we are using Location Based Services without using any navigation of any kind.

The location based services are used in order to get real time access to the iOS data counting engine and to provide real time notifications concerning the data volume of the user.

We found out that such data counting applications exist without having maps or navigation in the app of any kind.

Any ideas on how to get pass this problem?
