You might go to your account and check that your contracts are in order. I've seen it happen on occasion that a contract went invalid for some unknown reason - perhaps failing to accept a new version's agreement clause.
Sometimes issues like this fix themselves - just try again a few hours later.
But in the meantime, I'd zip off an email to the Apple support.
Guys, the same thing happend to me, also tried to download it, the same error message! Followed your advise to wait for some hours but nothing changes, any other variants to solve the problem, or the last variant is to contact Apple directly???
