a miracle.....at least you can't do it with public sdk.

You can try with 3rd framework, like PhoneGap, or similar...

Buy a used Mac Mini for a few hundred and remote desktop in from your PC. Works like a charm.

Some people use hackintosh, but it's controversial approach.
