Notification Application in iPhone

Dear Friends,
Im Ajith and i'm novice to iPhone Application development

I need to develop one message notifier application for iPhone, Scenario as follows
1. Users should be notified when database table record get inserted with new message
2. Notification should come even the application not launched by the user

Message saving will be done by the administration through another program. I need to develop this iPhone application to get notification.
