Custom keyboard for polytonic Greek

I am trying to write an app that uses "polytonic" (Classical and Hellenistic) Greek which is just a fancy way of saying it relies on accent characters no longer used in modern Greek. I have found some links concerning customizing keyboards in jail-broken but was hoping that someone could point me towards a supported way to use a non-English keyboard.
