this is kind of a hard question to answer. photoshop or something similar like the gimp or pixelmator would definitely be a necessity. illustrator might be useful or another vector-based drawing program. if you're looking at 3d games, add something like maya, blender, or 3ds max to the list. what actual software you'll need is dependent on how you decide to go about making your games. there are many valid ways of doing this. i wouldn't say there is a "best" way.

the cheapest mac that will work with the sdk? try looking up the system requirements, but i think all it requires is an intel processor. so, any old used intel-based mac might work if it meets the rest of the system requirements.

good luck.

some sort of painting program (like photoshop, gimp, paintshop, pixelmator, etc) and maybe also (if you prefer to work with vector art) something like illustrator which you can use for drawing. my preferred method for 2d games would be vector art brought into a paint program and finished off there.

i've got to tell you though, that buying/downloading and using some of these programs won't make you good at making games. you've got to be good enough with art and programming and game design to be successful at it, or you've got to specialize in one part and have other people you work with do the rest. everyone involved has to do excellent work.

Pixelmator is very good, I use it as a quick/cheap Photoshop. For 2D games, you do need artwork - but you can outsource it to pixel artists if needed; you just need a clear idea of what you want (avatars, etc).

You could always make a prototype using your current software/hardware or even paper notes and then find a developer and pay that person to do it, if you really wanted.
