Default Any way to reject a incoming call without JailBreak
For the most without JailBreak users, I wanna refuse a incoming call, is it possible? or any talent has workaround for implementing similar function?

Any ideas would be appreciated!

No.

On non-jailbroken devices, you have no control over incoming calls at all.
