Text to Speech Built in Support?

Hello ,
I want make an application in which i can do text to speech,What ever user write it should speak when clicking any button or any particular time when i invoke to speech.
Is there any way to do by the SDK? I have saw some third party which can do for me like Flite.
And secondly preferably speech should in women voice.
