ask how to register to app store without mac

hallo guys im new in here i want to ask you question,how to register to app store without mac,because im still use PC,is it register to itunes first or download an itunes then we can submit our app to app store,really help my friends should i buy mac mini or do you know how to register to app store with pc

because im not pay $99 yet so i dont want my money waste because this stuff ok hope you help me

You can't register for the App Store without enrolling in the Developer Program which is $99 per year, and you can't submit apps to the App Store (at least native apps, I'm not sure about others) without a Mac.
