What server do I need for iPhone app for the beginning, I can't say how many users will be but sure this app will be very popular, so what kind of server do I need for that?

I vote that you go to discountasp.net - setup a true SQL Server 2010 & .NET Webservice so you can easily communicate from your app.
You don't need a CMS, you'll most likely be making a custom web service to suite your needs to handle interaction between the app and the server. Like I said, pretty much anything will do, it's up to you and what your developers are good at. It can be Windows or Linux server, depending on that it can be MS SQL server (on Windows) or MySQL (most popular) on either of the two. The choice language will also depend on that, PHP will work on both, ASP only on Windows. So ask your developer.

I need some simple backend to manage users and events. So how about VPS, is it good for beginning, if there will be only text data transfering?

I agree with Baja_Yu, it doesn't really matter. You really need to discuss this with your developer and wherever their skill set is the best go that route. Again, if you think it's really going to pull a lot of traffic, shop around for the right hosting service. For a 200-500 per year you can find a great service with a good web-farm and databases with the ability to keep up to your demands.
If your freelancer isn't clear with you what they can do, I suggest you shop around. Maybe even consider hiring a second developer that acts as your reviewer to make sure the first guy is doing things correctly.
