FREE app for people that has already purchased app

Hi,

I'm about to transfer a PAID application to another iTunes Connect account.
I understand this is possible, but loses all the rankings, reviews etc.

People have downloaded my PAID app ($0.99) and now the game will be deleted and submitted to another account.

Is there a way to make the download for the (transfered) app FREE to people that has PAID the app under my account and make it a PAID app for people that hasn't downloaded the app yet?
