iAds in adwhirl not showing?

Hi, I am trying to set up iAds and adMob with iAds being the first priority. I am able to get the banner to show for both but for iAds the ads do not show, instead it keeps giving me a Test Advertisment. When I click on it it tells me I it works but I do not see a single ad from iAds. Admob works fine I can see the ads but iAds seem to work a different way and not show the ads. Do I need to set up something on the itunes connect account or something? because i didnt do a thing (except accepting all the contracts for iAds)

edit: Adwhirl tells me on the report page that I received impressions from both iAds and Admob... is that an indication its working? because me no see ads.
On itunes connect when I click on "set up iad network" it brings me to a page that says
You can only change your iAd Settings when the latest version of your app is in an editable state. Refer to the iTunes Connect Developer Guide for a list of editable states.

edit: well i prepared for upload and was able enable iAds.. hope that is all I needed to do.. if not please tell me

Yup it's working fine. It's showing you test adverts so that you don't try to record additional clicks.
