question on iOS databases from a tech illiterate

My first post - so please be kind!
I appreciate that this may seem like such a banale or simple question as not to merit inclusion here...but if nothing else, perhaps treat this as humorous!
...anyway....I am 'thinking of a mobile app' which would require some fairly basic algorithms to run in order to assist the device's user when actually making a purchasing decision.
And what I would like to know is...can this algorithm/s be run purely by the device and app, or would it need to run off an external database?
To be more precise, I could use an analogy is follows;
Imagine that you were visiting a shopping centre, where customers were charged according to which shops they entered, and at what time of day or week. If they left the bounds of the shopping centre (mall) and re-entered, this could affect the pricing model as well. (Of course, this is not a real-world scenario...just an analogy).
So my app needs to track their geo-location (Let's not worry about geo-location issues, I think iOS out of the box offers sufficient GPS and A-GPS for my purposes), and based upon their geo-location, their movements in and out (and around) the facility, it needs to then apply this information against a set pricing schedule so as to determine which pricing product is best suited to the customer.
I do apologise if this is all a little way off the mark - but can anyone tell me if an app can be built to handle these rules and calculations by itself, or would it require an external database?
