iPhone - In App Push Notification HELP

I am currently trying to create a push notification (nag screen) so as soon as my app is opened, it will check a plist on my server (which i can turn on and off, as i need) if this is turned on, it will pop up with a notification saying something like "check out my new app" (which i can also change what is says in the basic plist file.

Has anyone done anything like this before? I just need code sample's etc

Okay so have your app download the plist, read the value stored inside and if it's a yes pop up an alert view and if not, don't don't do anything
