Initial "what country are you located in"

What do you have to do to add an initial view that appears when the user first downloads the app, asking what country the user is located in?

Would you need to add a settings bundle to the application so that users can edit this in their phone settings?

I would just have a check in your first view controller whether a country name stored in NSUserDefaults exists and if not, present a modal view controller that allows the user to pick a country. Then store the value. Then I'd include a button somewhere in your app that is named something like "Change Country".
