Default Free/Cheap software for making sounds

I would like to include simple sounds in my new app. But I cannot find a desktop app that let's me create sounds. I'm not looking for a full studio setup, just something that lets me create beeps. I have both a Windows system and a Mac, so it can be in either format.

I do understand that this may seem very simple, I've just never had to look before.

Maybe you could do with some of the sample from GarageBand, comes with Mac OS X.

In addition to Garage Band, also look at Audacity. It's an app that lets you manage sounds, convert them to different types, blend them, clip them etc.
