Go to File -> New File and there you'll find the template to create diagram

Is that true? I don't see a way to do that in Xcode 4. Although I'm actually using 4.1; perhaps there's a difference between 4.1 and 4.0?

The only modeling I could find in XCode 4 is Data Modeling: File>New>New File... and then look under 'Core Data'.

Well, in Xcode 4.1, at least, the only options there are "Data Model", "Mapping Model" and "NSManagedObject subclass", and neither one of those will do what the OP is asking for.
