Updates to data in app

Is it possible to give a user of an app the option of either displaying data from the local memory OR to perform a lookup for updated data online?
I am working on an app which contains contact information and this list will be updated quite regularly: I don't want users to have to update the app everytime they open it and quite often users will be out of range of wifi when they most need the contacts...

It's possible. You need a server to host the data on. Have the app pull the data and save it locally, then allow the user to check for updates or do them periodically.
