Manage App Issues: Please Help me!!!!

Hello, I'm having a very frustrating issue. This is my first time ever submitting a app to iTunes Connect and once I click on Manage app, this is what I get, plus I'm using a MacBook running 10.6.5 and I just started a new dev program for $99.00 what am I suppose to do just to submit a free app? I did all the certificates plus the distribution certificates and etc. I would like to think this is Apple, and not me. I mean I bought a new Mac just to develop a simple based app.

Also, I have Application Loader installed, I just need to let it know that my app is going to the Itunes Connect store.

Are you sure all your contracts are in effect? They all must be in green ticks.

Thanks for responding back. I contacted apple, they have no honest to god Idea what's going on. I'm really upset because I gave them my $99.00 and they can't fix this problem.
