Is there any way to access the usage statistics on an iPhone ?

Hello,
I'm creating a program that need to access the iPhone's usage statistics (under Settings > General > Usage).
Things like Total amount of call time and Cellular Network Data.

Is it possible ?

No; a search at developer.apple.com/iphone shows no feasible results.

I think the existing apps that do this scrape the website of the carrier, for example AT+T here in the US.

The existing apps on the AppStore such as "Dataman" and "Data usage" update instantly, so I doubt they're scraping. There has to be a way of doing this if these apps already exist. Anyone?
