if yes, then were is the download link for xcode 3 for windows

No, Intel Mac only of course. Some people will no doubt reply that it is possible but really don't bother just buy a mac.

yeah, you *could* try to configure yourself a so called hackintosh.
but really. better buy a mac. in my eyes it's not worth the trouble...
