Default iPod or iPad for Testing Apps?

I have been developing and testing some simple apps using a first generation iPod touch and now find that I will need to upgrade to a new device in order to implement the new OS. I don't really want to to move over to AT&T just yet for an iPhone since I am with Verizon and receive a corporate discount with them.

So my other options would be a new third generation iPod touch or an iPad. My questions is this:

If I buy an iPad can I effectively test my iPhone apps on it or do I really need an iPhone or new iPod touch for accurate tests?

I would rather fork out the cash for the iPad if I can effectively develop and test for all devices using the iPad.

From March - June I used my iPad for development of all my apps (iOS 4 beta on my phone and couldnt use it to test out new apps in development)
