Keyboard Customization - how?

I read in the iPad Human Interface Guidelines that iPhone OS 3.2 supports keyboard customization but I found no information how to use this new feature. So can I add a tab key to the onscreen keyboard by using this feature? If yes, please give some infos about the keyboard customization feature.
