I signed up when I was 15, I just had to have the account under my dad's name. But when you submit the app you can have it say your name as the creator.

Same here, I'm 15, but my iTunes Connect account has the main company owner as my dad's name, but my bank account info. At 15, you're able to get your own checking account as long as you have your parent as a co signer person.
