Do you mean a static view that's always showing the same area? Then you could use an image, because I don't think you can make google maps available without an internet connection.
And if you are using an image, you can set your annotation with PaintShop or whatever you use.
I want to make offline mapview.
I don't need zoom and scroll.
and I need to use annotations.

you can't use offline map unless you want to show an static place(use image ofcourse) and if you want to use custom annonation see icodeblog.com mapkit tutorial that will help you to achieve your goal.
