Default VoIP on iPhone - Is there a grey zone?

Hey guys,

I have a question I would need some help answering and it's regarding VoIP applications on the iPhone.

Stevie J clearly stated during the Q&A when the Road Map was presented that VoIP applications would be allowed in the AppStore but only if they didn't use the carriers network for calls. In other words, if your VoIP app runs on Wifi you're in the clear.

As I see it, there's a "grey zone" here and that's where I need some help from you guys as there are some VoIP providers that use local numbers and route the international leg of the call over VoIP.

As the guidelines for VoIP apps say that the calls aren't allowed to leave the carriers network once initiated, a VoIP app that would generate a local number for you and initiate the call should be allowed?

I mean, the local call rate is still paid to the carrier only that the international part of the call is routed over VoIP.

What do you say? Is it clear cut or is there a definite grey zone here?
