They reject your binary, and tell you to change your rating. In most cases they don't tell you WHAT they want you to rate it, so if you bump it up one age group, resubmit, wait two weeks... you could find out that they STILL disagree with your rating. You could be held back for months if you played tag like that.
You are the one to rate because technically you should know the type of content in your game or app. They don't have enough hours in the day to completely play every game submitted to find out if someone has drinks at a bar 20 hours into an RPG, or gets raped, or whatever. Also, if anyone decided to sue because their child was subjected to *OMG gasp* a boob or something they can come back and say they were not the one who rated the app and pass blame straight to the developer, keeping their hands clean in the lawsuit.
