Any changes re: Ringtones?

Dear Developers and iPhone geniuses,
I would be very grateful if somebody familiar with iPhone 3.0 software could answer these brief questions about ringtones for the iphone.

Under iPhone 3.0...
can you customize your text or email alert sounds?
can an app load ringtones into iphone's memory (any sandbox changes)?
can you see any changes re: ringtones at all?

I'm sure the answer is just a big fat NO but I would appreciate it greatly.

I would like to repeat my question above for the new iPhone 4 SDK.
Much appreciated and I hope it's not a bother.

I am particularly anxious to know if they have finally opened up custom sms, text, or email alerts yet.
