Encryption export rules: base64 encoding
I'm about to submit an app that uses base64 encoding to send pictures. I found a post somewhere on here that said base64 encoding is non-cryptographic, so I wouldn't have to worry about export administration regulations and all that mess during the submission process.....but I want to make sure.
Can anyone chime in and confirm?

Base-64 encoding is not encryption. You are safe. Think of it this way. Encoding binary data in base 64 is no different then encoding a character array in UTF8.
