I will answer your questions and elaborate on them a little:
1. Yes, you have to be a registered iPhone Developer to publish apps in the App Store.
2. No, you can't publish the pictures directly in the App Store as files, you have to embed them into the application that could be sold via the App Store.
3. You could integrate the pictures into a dedicated application. In fact, there are quite a few apps like this on the App Store with artists publishing their art. You could also sell the pictures outside of the App Store via a website and let the customer do whatever they want with them (for example transfer to their iPhones/iPads), but that won't let you be a part of the App Store and you'll have to take care of payments, storing the pictures on the server and so on.
I suggest you take a look at the existing picture apps to get a good understanding of how they look and work.
