I'll echo Sundial's comment that such an app doesn't sound very difficult to build. That said ...
It's difficult to tell from your posting all the functionality you're looking for. Don't feel bad about that, tho - forums aren't exactly the best media to be posting detailed specs

But if you are looking for a programmer I'd suggest some of the following:
1. Draw a picture for each screen. It does not need to be a work of art - heck, the lines on the boxes don't even need to be straight! Put a piece of paper over your iPhone / iPad, trace the border, and then place the elements you are looking for inside. It will give the programmer a better sense of size & scope AND it will keep you from asking for the Encyclopedia Britannica on a grain of rice
2. For any buttons / interactive elements, arrow out from your drawing and show / explain what happens. If you want the box to simply disappear, that's fine, but perhaps an animation would be better - the user wouldn't be asking "what happened here?" It's a simple thing to "fade out" a button or you could ask for it to vanish in a "puff of smoke"!
3. Explain where the text is coming from - are you providing it, is it going to be read from a server, or is the programmer going to have to come up with copy?
4. Explain where the artwork is coming from. You might want a splash screen on the intro. You _will_ need one or more icons for the app itself, and a larger one for the app store. Some devs will do art, some won't
5. The more you storyboard and prepare, the more likely you will get what you want on time and on budget. The worst thing you can do is specify something vague, because you'll be going back-and-forth while the meter is running!
Last comment - "... but I would like to pay as much as I can." Really?

That's so awesome! Most people only want to pay a fair wage ...
