I took this work already!
I have made his work really quickly and he keep saying there where errors...
And I asked him what error and he never contacted me again.
And never payed me!
Why do I have a feeling this is the same guy that ripped me off, the circumstances seems to be identical. I think he also goes by base119 and montizer. Does anybody know what his iTunes account is? Also, anyone want to post this guy's code? or atleast what he told you to develop.

Please people, never send any source code without being paid first!
You can always let the clients test the App with an adhoc build (I recommend using TestFlight for this), and the ask to payment, and only when you receive it, you send the source code. This way you protect yourself, and even if they refuse to pay, you have the code, you can publish the App yourself.
Otherwise you basically asking for trouble, especially if you're dealing with some random stranger!
He approached me as montizer. His email was 6vague9@gmail.com and sometimes amine.spain@gmail.com. Wanted me to build a translator app. He said there were errors and after fixing them and sending it back, he stopped replying. I've also talked to other people that got ripped by him, and they didn't even send them code before they stopped replying. I don't understand what they gained.
@Raffaello I learned my lesson from this guy. He contacted me under base119. He sent me emails under ihomeismine@gmail.com, I'll post some Paypal details later. He wanted me to build a webview that searched the page highlighting any instances of the search phrase.

Do we have any chance, legally, of going after this guy? We didn't have a formal, signed contract, but he agreed in email to send the money after I sent him code.

He will rip you off!
Always take at least 30% up front and after the first payment only start to work on the project. If they won't pay up front at least 30% then don't deal with this kind companies or individuals.
