App Developer needed to create Audio Recording App for iPhone/iTouch

Hello,
I was wondering if I could get an app developer to create an application for me...I will post the description:

I am CEO of Vastyle Productions and music producer Smooth4Lyfe. I want to create an app where people can record their vocals (sing, rap, or anything) to some beats I would provide for the application. There will also be additional beats that can be purchased as add-ons. I would like the user to be able to add special effects to their vocals (Echo, Reverb, Pitch, Phaser, Robotic), and after they make their tracks, they would be able to save and email them, or post them on Facebook.

- Record your vocals, singing, rapping to the hottest beats by Vastyle Productions
- Add special effects to your voices (Echo, Reverb, Pitch, Speed, Phaser)
- 2 Hip Hop, 2 R&B, 2 Club tracks to start
- Purchase more beats to be used (Add-On Content)
- Save and Email tracks to friends!


PLEASE do not charge me too much I beg. How much would you charge for this?

I am on a budget, and it doesn't have to be the best looking app in the world, but just the ability to do those features. I also do not need it right away so it can be like a side project for you.

I can pay $1500-$2000, and if you would allow me to pay in installments then THANK YOU!

I know it probably isn't much, but it would be extra helpful, and I would promote your skills on my website as well

Also please give me suggestions to make it less price and less work for you if you feel its too much.
