ios developer wanted. Connect to website and upload photos (Think simple instagram)

Sorry if this is not the correct place for this or the correct way to go about it but I thought I'd give it a try.
A bit of background
I've been registered as an iphone developer since day one, I've worked through many tutorials and read many books but due to other commitments I've never seen a project all the way through, so now I'm looking for some code to kick start me. I've got over 15years in the web business and I've been a developer of some sort for over 20yrs.
What I want is for someone to supply me with the basic frame work for an app that I can then take forward and hang all my design elements off. It obviously needs to be solid, bug free and commented so I can take it forward to the final app. I will handle all design elements and also all server side code. The website and all content already exists - as does the user base.
The general spec is (fuller spec if you are interested)
1. Ability to pull data (text and images from website) Images displayed as thumbnails and ideally lazy loaded.
2. Ability to click on any elemented listed and see more detail (again details and more images pulled from the server.)
3. Ability to send messages via email to email adresses from the server in the above step.
4. Ability to see all data that has been pulled down previously for when not online.
5. Ability to log into the app/website (currently a http post but up for suggestions)
Once logged in,
6 the ability to take photos or select from photo album and upload to website with some additional text.
7. If there was the framework to apply a small set of instagram style filters that would be a bonus but is not a deal breaker.
8. ability to leave comments against content (sent to server)
Thats it. V1.0 simple as possible.
