I don't really see your objection. Speculative development is a perfectly valid way of doing business. If you want to be paid by the hour, don't take this type of contract.
I would want some guarantee that I'd receive the 25 bp fee for all leads generated by this app, plus some idea of the expected volume of leads and closure rate before our company would consider it, but wouldn't dismiss it out of hand.

My objection wasn't with the payment method, it was with the attitude. I've been freelancing long enough to know which clients give me maximum headache for minimum return.
