Business developer license

I have a client that wants to publish an app I developed for him. He wants to publish it under his business name, and he therefore is trying to register with Apple as a business developer. Unfortunately, the organization he represents incorporated in 1826, and the articles of incorporation are not "readily available." They may be on parchment! Any way to get around this unusual issue with Apple, or would you recommend he just incorporate a shell company which is a subsidiary of the parent (1826) company?

Go with an individual account then but still call it under his business name.

Anytime a company submits a proposal (to whatever project) they will have to submit proof of legal status. Therefore I would expect this problem has been addressed somehow.
Talk to your clients legal department, sales or who is involved with proposals.
