When hiring a developer, do they submit the app or should I get an apple developer id and submit it myself?

It could be done either way.
Since you're not the developer, it would probably be more convenient for you to have the developer handle the submission, but if you want to have full control over everything, then you can submit it yourself. It's not rocket science (but often frustrating still) to submit to the app store. If you take this route, then you can change things like the description, screen shots and such without having to call on the developer to do it.

I'd suggest that you read through Apple's online documentation for the business side of things. But basically, the account that the app is associated with will have to set up banking contracts that allow Apple to deposit directly to that account. If the developer is already selling paid apps, then he/she must have already set up such an account.
From the questions that you're asking, I'm getting the impression that you're going to be happiest making your own account - but again, read Apple's docs before making any decision and discuss it with your developer as well.
Create an account as a individual or business developer. You can add your developer as one of the user to this account.... He'll have access to do what he needs to do to get it up the app store.
You'll want to set up the developer as a "Technical User" in iTunes Connect. That will allow him to do app uploads, etc without seeing your sales or legal/banking info.
