I want to develop an iphone app that let people ask other people to do something in the real world (lets say ask them to create a website for them).
for this they can also be offering money. The payment is on hold until that person do what he's asked to do.
I can't use In App Payment because according to App Store Review Guideline: 11.3 Apps using IAP to purchase physical goods or goods and services used outside of the application will be rejected.
So the only way I see here to pay for an outside service and hold money (capture it) is by using Paypal.

Probably not, you got to have a very well known and trusted business to mitigate with them if you want to use paypal, like ebay and friends.
And even that wont work if you are a big newspaper, so your chances are thin, the only hope is that the QA guy would be a bit thick, but you can't base your business on that

You're essentially telling that you are hungry, and asking how does one eat food? Anyways, there's a "Contact Us" section in iTunesConnect. If you don't already have access iTunesConnect, it's devprograms at apple.com. I'd still recommend contacting through iTunesConnect, it goes into the proper team's inbox.

I'm guessing that I need an iPhone Developer account, Which I will not acquire till I solved my issue, kind of the egg and the chicken problem...

In all seriousness, does it need to be an app? Why not a just a mobile site? Perhaps once your mobile site is a rousing success it will be natural to port to an app and you'll be seen as one of the "big guys" for whom the guidelines don't matter anyway.

A mobile Site is not an option - it cannot open your camera directly, there is a safari bar that limits the screen, and it will not create the hype I need for it to succeed.

This is very simple. Apple does not want you to use their platform to make money without them getting a cut. They are not in this for charity.
They don't really care about YOUR business -- they care about theirs. It doesn't matter that IAP can't do what your business idea requires. They don't want you to benefit from their investment unless they also benefit directly.
You will need to sign up for the developer program before Apple will take you seriously. It is only $100 to sign up -- that is a very small amount of money to discuss your business idea before you waste money building it.
For the mobile site, certainly your mobile site can look just like a native app in terms of taking up the full screen and having an icon on the Home screen. Apple puts things into Mobile Safari that you can use to style your mobile site in this way. I don't know if you can access the camera but I don't think so, so that would still be an issue.
On the subject of the "big guys" -- even Amazon.com had to pull the ability to purchase Kindle books out of their Kindle app *and* their Amazon shopping app on iOS. You can buy anything else with their Amazon app but try to buy a Kindle e-book and the app will say "Please use your desktop browser"
If you want my *OPINION* (I'm not an Apple reviewer so it means nothing), I think you will be allowed to do the purchase outside IAP because you are not selling anything that could be sold in the App Store. Just like they let Amazon sell you a BBQ pit or a Canoe using their Amazon app but not e-books. So, you will build your app, let people download it for free, and have the app integrate with your site where you will do your actual charging. That's my guess
