Midnight what timezone? I don't know if all the reviewers are in PST, I wouldn't be surprised if Apple had a lot more than that

I suspect that it means what it says, the app is under review and hopefully by a human being. Although admittedly, some of the stuff on the app store suggests it might be under review by evil robots instead

I'm sure the process goes through bots and humans. Bots for the general stuff and humans for the finer details.

The precheck from Xcode prior to submitting a binary is, of course, automated. But after that, I would expect humans to be the prime movers.
