Use short snips of songs in apps, or is this the same as using the entire song?

Depends on short the snippet is. I would suggest looking up fair use, you should be able to find lots of information

It depends how you use them. For example you are making a documentary about some singer. You may include snippets of his songs in your documentary. This is absolutely legal.

It also depends on how sue happy the copyright owners are. From what I can tell there's no clear definition of what constitutes 'fair use' and it takes a bit of resources to defend oneself from a court action even if you are in the right.
