I mean, for example, if you see some apps that violiated the Apple's terms, what is the most effective method to report to Apple?
If it does not affect you then I would not bother. There are loads. You could offer your services to Apple and be an official 'violator detecter', but really I am sure they know already.

well in that case send an email through to apple with the link.....and tell them why. If it is clear cut then ok, if it is complicated then Apple can not, will not, should not, bother themselves.
Somebody once sent an email to Apple complaining about one of my apps (racism issue), and Apple replied to them, stating that they do not censor developers content and that the complainer should take it up directly with the developer (myself)......They of course did not intend to show me the reply, they meant to send me a copy of their complaint letter to Apple, just to show me that they were acting on this issue, but instead they send me the email to Apple and the reply form Apple....needless to say, Apple did nothing to help this person, and never contacted me either to let me know.
