I live in Spain and I received payments in 2011. When apple take the 30%, this 30% have the taxes fee? I'm +18 and I started receiving payments in august of 2011. I sold +2,000,000 apps

It seems that the notice you received is not related to taxes, but to encryption. U.S. has strict rules when it comes to publishing software containing encryption. That is why upon each submission Apple asks you whether you used encryption in your app - did you click "YES" at least once?
As for the taxes - Apple usually doesn't care, so if you live in Spain, it's your duty to report what you receive from Apple to the tax system. In most countries (afaik, for 100% in Poland, so I guess in the rest of EU as well) you get taxed only on what you receive from Apple - that is on that 70%.

Yes, if you don't know then you are not doing it You should always answer "no" to those. Probably OP clicked "yes" and now Apple wants some certification from him. In general US laws prohibit exporting of encryption software of certain strength without special registration. They eased up lately on these laws though.

Hi, I also received the same advice in my itunes connect. And I am really worried about it.
I'm using the encryption.framework (since I am using an OAuth implementation) in one of my apps and never thought about this Encryption Registration Number (ERN), so what should I do? It is something that I haver really to worry? Can they remove your app if you don't get everything they are asking for? (which is something that I even don't know if I have to do it)
I have the note in my iTunes connect (probably everyone has it). It's just a note. If your apps have nothing to do with encryption (like my games) then there is nothing to worry about. It's just an information, nothing more.

I didn't provide any ERN, but what I am wondering also is that maybe I should have provided them with one and I am doing something bad
