How to add a Apple ID to access the iOS Provisioning Portal

Not the iTunes connect account, but add a new Apple ID to access the iOS Provisioning Portal so he can create a new development certificate.

Have done this before, but forgot the link, and not easy to find out in developer.apple.com,...sigh...

Just use your normal itunes connect login. From there go to the provisioning portal.

I am talking about how to grant other user right to access the portal.

Log in to member center
Go to "People" (top menu)
Click "Invitations" (left menu)
Click "Invite Person"
Fill the form.

When I login in the member center, I can only found

>> Programs & Add-ons, Your Account

on the top menu.

Is it only company account can create user for portal ? (however, I can create iTunes connect user login)

It's possible, that only company accounts can create additional users.
I have "Organization:MyCompanyName" with link to my company profile on the left side and my account name on the right side with link to logout.
